After some online searching, I would recommend going to a local shop that sells tarot cards that has a really good atmosphere...not a chain store. Hold the different decks of cards in your hands and see what feels right. Go with your intuition when buying a deck. It's a little like adopting a puppy or kitten from a shelter...you just "know" which one is yours.
Get to a local library and check out every tarot book there--skim through them! Exposure to lots of books is more helpful and inspiring than reading just one or two good ones.
That said, I love the book "The Heart of the Tarot" by Sandra Thompson. It focuses on learning the card meanings through a quick, useful two-card layout.
